Grk I will eat my words to you.  You was right to check everything again, I went and took it apart to make a video
And notice the arm on power vavle was kind of loose. So I checked the bolt and it was tight. So I look at it some more
The peice that holds the spring was upside down.  Flip it and now it works fine. Back to working it best at 1 and quarter turns.
Thanks to everyone who posted trying to helping me. Going to post some video of it running today.
