Lt250r Engine questions

Hi guy's, I have a few questions that id need awnsered , but first here's the run down , I bought the 1992 lt250r running, ran it for about 3 hour then i felt like something was wrong with it , It didn't have that zap and power i had reed about so i did a compression test , came up with 120psi , not good So i went a head and pulled the motor and got the cylinder bored , new wiesco piston , billet thrust washers for the wrist pin , and the 1999 rm250 bearing and a gasket set with oil seals. so this is where i'm at now got the engine in pieces got the clutch cover off and all.
So here are the question:
-First off Is it possible to change the crank seals without splitting the case?
-second when i got home with the bike i went for a ride , (it was bogging real bad so i cleaned the carb took all the jets out check the set and needle etc.. ) then put it back together , put a uni pod filter on the carb (bypass the airbox , since the filter in the airbox was really crusty and old ) , ran the bike but now the rev would get stuck and rev high then go back down, Wondering if this is because of the uni filter , the carb pulled to much air ?

I've been stop for about 2 weeks because i'm really not sure . I don't want to waste a set of gaskets to put it back together and leak down test it and have to take it apart again to change a seal , but i also dont want to invest a ton of cash into it , ( also a small note the crankshaft part where the water pump impeller sits on the shaft had broken i guess so they welded it up but take the nut too so not sure what to do about that )

anyhow any help, advise would be good

It would be hard to change the seal with out taking the crank out.Look like you will need a new crank.I dont see you getting the bolt off that hold the primary gear on.  You can half  (pg)  these old quad and want them to run good.I say its time for a complete rebuild.

the motor rev sticking is b/c its going lean. not a correct a/f ratio. and i have had to weld a nut like that on a zilla. and it was a major PITA to get it off. a cut off wheel and and some patience. i than used a rethreading set that has thread files and cut the threads back in the crank snout to get the nut off. than had to get the crank rebuilt.
