That rust shouldn't be a problem unless its rusting thru....

If you get some muratic acid from Home Depot that nasty smelling caustic dangerous liquid will take that rust right off, if you seize your piston and your bore has aluminum transferred onto the cylinder walls that acid will take the aluminum right off and leave the steel liner in useable condition. Pool supply has it too.
