Use PB blaster not WD40, WD40 is a lubricant, PB blaster is penetrating oil. Soak it good with PB let it sit a while keeping it wet. A good hit from a hammer should loosen it. Use a piece of 2x4 to pound on, don't hit the hub with the hammer directly.
If brains were gasoline, you couldn't power a **** ant's go-cart 2 laps around a cheerio.
