Lt250r 1991 carb issue

Hello all I have a 1991 lt250r with full rebuild top and bottom . Question is My idle screw does nothing on keihin carb !  I’m running a pwk36 as stated by the seller.
What may be the cause of this ? too rich right ? Only way by keeping it idling is by adjusting the throttle cable by the handle bars !?
checked the reeds they are good I’m running an fmf pipe front to back !? She has a 150 main and a 48 pilot

Most likely way too big on the pilot. I would back the cable off and set the idle screw about half way. Lean the pilot till it idles good and clean.

Also make sure float height is set correctly and the needle and seat are working, shutting off fuel.
