Got it... finally.  I applied a fair amount of heat with propane tourch.  then I tackeled the outer bearing first.  I got a socket a little larger than the bearing and attached an extension.  I droped the socket through the inner bearing towards the outer and the socket rested against the tapered inner race.  With a few good hits it punched out both the outer bearing and the tapered race ( i was not expecting the tapered part to be a race for the spindel--I thought it was just part of the hub.
From there it was easy to just flip the hub over and with a larger socket tap out the larger inner bearing.

Now I have the entire quad apart and ready for powder coating.
If they can't kick start it--THEY CAN'T RIDE IT
