Also on a good working carb, if the needle and seat stick and the carb floods out, it should some out the over flow tubes on both sides of the carb.  It sounds like yours are plugged up.  Your carb needs a good cleaning.  If you can get some good carb dip, that might help.  Others might have better techniques for cleaning a gunked up carb.
