Looks mostly like someone just cleaned up what they could with a straight grinder. Maybe raised the ex port and widened it some. May run slightly better than stock, but its not a true ported cyl and some minor mistakes.

Can it be fixed, or do I need a new jug, or should I leave it alone? And if it can be fixed who does this type of work and how much would it cost. Thank you so much Ice I know just from reading on here you know your Chit and I trust your judgement.

What's done won't effect reliability, from what I can see and you don't need a new cylinder. As far as piston. Wiseco. Size depends how worn or out of round the cylinder may be.
I can do any and all the work on the 250 you should at least get the head corrected,  without having the cylinder in hand reccomendations on porting it further are difficult. Ckeck the rod for any up and down movement side to side is normal but not more than .080"-.100" so if there is any where close to 1/8" of side to side at the small end of the rod, with the bottom being restrained time for a new crank or rebuild.

I thank you so much Ice (Y) as I really wanted you to do the work to begin with but just didn't know if you had time for me or not. Ok so rod is good no up or down movement and at the small end very little back and forth not even 1/8. So would you Pm me your number or contact info so we can talk and exchange address along with what all do I need to send you, head, jug, piston and also are you able to do the bore too? Again I thank you so much and I'm so excited to have work down by you as everyone on here seem's to think alot about you and your work in all the reading I've done on here and with knowing you are going to make my machine run like a **** ape I just can't wait to put it beside my nephews stock banshee with pipes and v force 3 reeds, and see whos in front lol. Well can't wait to talk to you to see what all were going to do ttys. I just can't say thanks enough :D

While Carl has your motor I would do some weight lifting and upper-body strength training so you can hold onto the beast.  :))

Well I got a gym membership lol, as I finally got my topend sent to Carl after almost 3 full weeks of sanding and polishing it all up. So time to get in shape so once I get this badboy done I can rip up some trails and be able to hold on tight  _^_  _^_
