Powervalve operation

What is the normal position of the LT250r powervalve?  I installed mine as described in the book and the opening is up now and when the valve actuates it will move to the closed position.  Is this correct?

What is actually happening here?  I understand a conventional PV setup varies the exhaust port timing but I'm not sure how the Suzuki one works.

The powervalve should be open at idle and move to the closed position at higher RPM.
