1985 LT250R Quadracer top end rebuild questions

Hey everyone!  New to the group and have questions concerning the possible top end rebuild of my 1985 LT250R. It hasn't been running for a long time because when I would try to start it, I'd have to kick it literally 100 times to get it to start!  I never pulled a compression check or have torn it down to check bore size on it so I can't say that's the main problem or possibly  the carb is junk.  Anyway,  to rebuild it,  does the jug need to be bored to a larger size and new pistons and rings?  Is it typical to do all that or simply re-ring it?  If boring is necessary,  who does that?  If anybody has knowledge or experience in this, please advise!  I'm kinda wanting to get it running again so I can scare the **** out of myself all over again!  Thanks!!

Won't know if it needs bored until a competent person checks the bore throughout well. Will need a bore gauge and calipers.

First step is a proper compression test with a good gauge.
