whats the best way ,, tool to get it out ?

First i would get a center punch and tap that right in the middle of that broken bolt.. Then drill into it with something smaller in diameter.. Make sure you are centered well.. Then get you an easy out or a reverse threaded drill bit and go slow.. Should back right out.. Could even apply a lube or cutting oil to the bolt area threads

Might spray some PB Blaster on it and let it soak a day or so and I'd also put on the kicker when your attempting to undo the bolt so you've got something to stop it from rotating.

Thanks for all the advice, im nervous dont want to F up the starter shaft.
I ordered a new bolt from PartsPitStop just looking for a $1.75 bolt i ended
up checking out with over 30 bux worth of nuts N bolts Funny how that works 

Drill it carefully, and once you have a hole through it take a propane torch and heat it, you may want to cut out a piece of tin to fit over the shaft so you don't blow back and ruin your seal or singe the clutch cover. If its Red Loc Tite then it will need heat to release, as soon as you remove the torch spray it with PB Blaster or deep creep rite in the hole...... should back rite out with the easy out.
 Other option to remove it, is have someone tig up the bolt in the center and weld a nut to it, the heat from that will break it loose and should back rite out, this is how I remove most broke studs now.

I have had good luck with the easy out kit that Home Depot sells. But heat will definitely help
