Could the #12 bolts be in too tight? or the springs too stiff? There is all kind of possibilities.

The #12 bolts can't be installed too tight.  The bolts can only go in so far.  The springs being stiff would make the clutch harder to pull, but it could still be pulled. 

I'm going with what Q2W said.  #14 is installed wrong.

maybe #14 is in backwards.

Try re-installing the clutch.

I can barely pull the clutch lever the arm moves maybe a quarter of an inch

just sounds like it needs adjusting.  take the arm off and move it back a couple of teeth?

When you say it barely moves the arm, does it feel like it's hitting a wall?  or are you able to fully pull the clutch lever in?

I just installed a new clutch kit in my quadzilla and put the cover back on and clutch cable, now when I pull the clutch lever the arm on the cover barely moves and its very hard and will not disengage my clutch
