It's almost certainly the return spring.  There's a little hole it latches into below the shaft, bet it came loose on reassembly or was forgotten.

Just got an 86 lt250 last week and the thrust bearing was bad so I took the clutch cover off replaced it and replaced the clutch while I was at it but now that it's all back together by kickstart won't return so I have to manually bring it back up any idea what is going on?
