No. It should go off an on by hand. At least mine did when I rebuilt mine and had to remove the valve from the cylinder to have it bored. The easiest way for me was to drop it into the cylinder and set it in and then slide the valve in place.

So is the bearing on the P valve pressed in? I'm going to be putting it back together tomorrow and just want to know if this is going to hinder me.
