Try a 2-3 pound slide hammer with a spanner attachment. Bolt the spanner to the wheel studs, soak her down with Blaster, then slide hammer that biotch.

Use PB blaster not WD40, WD40 is a lubricant, PB blaster is penetrating oil. Soak it good with PB let it sit a while keeping it wet. A good hit from a hammer should loosen it. Use a piece of 2x4 to pound on, don't hit the hub with the hammer directly.

Some type of penetrating oil and a big hammer.  A torch could also be useful.
