I answered this question for Bret on the phone so I will answer it here if anyone else has the same question.

The capacitor in the CDI box is already fully charged before the trigger bump on the flywheel is close to the pickup.  I do not recommend using this method to change the ignition timing but the pickup coil could be moved rather than the whole stator plate to change the timing
