Carb part number and purpose

Think I'm missing a part need to know what it's part number is and purpose. It won't list out for me on hondaeast's partfinder. Any help really appreciated. It's part 43 pictured.

Those are used on the 89-90 43B20 carb. On that carb, the vent lines go up before going down the sides. Those plates hold the vent lines.

Does anyone know the reason why the vent lines go up first? Is it necessary?
